Primary Purpose

The Research and Policy Officer will focus on providing and coordinating support to the Executive Committee for the purposes of governance documents and activities, organizational history and documentation, and strategic and operational planning and data analysis of organization-wide projects and initiatives.

Key Accountabilities:


Supports the organization-wide projects and goals of the Executive Committee by researching the activities of other student associations and organizations that have successfully pursued similar projects and goals.

  • Develops a systematic process for completing research requests in a timely manner
  • Completes research reports outlining the full scope of the research requests along with multiple recommendations for future steps
  • Recommend to the Executive that specific research projects be established on an as-needed basis and supervise these projects
  • Develops and maintains communication with other post-secondary students unions and associations to accomplish research projects


Assists the General Manager with the strategic and operational planning for all areas of the organization.

  • Assists with the strategic planning activities across the Federation of Students which enables stakeholder participation and transparent communication
  • Assists cross-organizational teams and departments in developing sound strategic and operational plans that result in measurable outcomes and actionable evaluation and monitoring plans
  • Supports the Executive Committee in developing specific, measurable, actionable, and realistic indicators of success and progress in meeting their strategic and operational needs
  • Monitors and reports on the progress of meeting strategic and special initiative goals and objectives
  • Presents and shares indicators of progress to governing bodies of the Federation of Students including the Executive Committee, Board of Directors, and Students’ Council
  • Prepares annual and special purpose reports utilizing data received from metrics and indicators from strategic and operational plans
  • Presents data analytics in an efficient and easily understandable way to a wide variety of audiences and users, using various reporting formats and web technologies


Assists with the good governance of the Federation of Students.

  • Provides continuous assistance to the President and the rest of the Executive regarding the creation, interpretation and implementation of organizational policies, procedures, and by-laws, including but not limited to sitting on the Policies and Procedures Committee
  • Develop and maintain a tracking system for reporting and ongoing monitoring and maintenance of the Federation of Students’ by-laws and government policies
  • Assist the President to coordinate, plan, and execute the corporate Annual General Meeting
  • Act as the resource for all General Elections, referenda, and by-elections
  • Responsible for encouraging an understanding and compliance of the corporate policies, procedures, and by-laws
  • Support the Executive Committee in managing openings on Feds- and university-level committees
  • Prepare committee reports to Students’ Council and the Board of Directors
  • Serves as a resource to the Executive Committee on ensuring organizational compliance with relevant not-for-profit corporation legislation
  • Serves as a resource to the Executive Committee on applicable rules of procedure


Assists with the proper documentation and organization of all research, governance, and strategic planning documents for future use.

  • Maintains a general resource centre using a central filing system including a computerized database
  • Provides a historical perspective of their portfolio to the Executive Committee


Supports the annual transition of the Executive Committee members.

  • Assists the outgoing Executive with the transition for the incoming Executive
  • Plans specific workshops or training modules of importance to incoming Executive
  • Ensures that transition reports from Executive Committee members are compiled with relevant data and indicators regarding progress on goals

Position Requirements


Completion of a Bachelor’s degree, and recent completion of a program in Research Analysis or Evaluation would be a considerable asset.


An understanding of post-secondary education issues, student government, and not-for-profit governance and organizations

Nature and Scope

Interpersonal Skills:

Internally, communicates with the Executive, General Manager, employees from Marketing and Communications and our governing bodies that include Students Council and Board of Directors.  Externally, this position will have some contact with other Student Union Executives and staff, and other staff within the UW community

Level of Responsibility:

This position is responsible for the continuity of this portfolio and for assisting the Executive Director with maintaining records/documentation and organizational strategic planning.

Decision-Making Authority:

Consistent with the organization’s strategic plan, the position is responsible and accountable for the implementation of approved priorities and budgets.

Physical and Sensory Demands:

Minimal demands typical of an office position.

Working Environment:

Minimal exposure to disagreeable conditions.  Senior executives of this organization change annually which can create a dynamic, changing work environment.
