Primary Purpose
Plan, direct, or coordinate activities concerned with the cleaning, maintenance, renewal and construction of the residence building’s management systems, structures and equipment.
Key Accountabilities:
- Responsible for ensuring the provision of rooms, common spaces and general residence facilities continue to meet student’s needs.
- Accountable for the coordination of activities necessary to ensure an effective facilities management system is operating in the physical environment of the residences. This includes overseeing approximately 60 cleaning staff and 10 managers/coordinators within the incumbent’s group as well as aligning with other functions which are required to be executed effectively across the department and at the institution, which includes, but is not limited to: Student Development and Residence Life, Residence Admissions and Marketing, Safety Office, Custodial & Grounds Services, Design & Construction Services, Maintenance & Utilities, (Physical Plant) Business Services and Police Services.
- Establish, execute, assess, and continuously refine objectives, metrics, policies and procedures related to residence facilities management in consultation with staff, key institutional departments and external advisors as required.
- Determine staffing requirements remain suitable to meet the residence facility’s needs by ensuring staff selection, on-boarding, professional development and performance evaluation are managed effectively.
- Provide strategic leadership and the on-going management necessary to ensure an effective preventative maintenance program and capital renewal plan is in place for the entire residence system, in consultation with Housing staff, key institutional departments and others as required. Administer financial activities to fund operations, maximize use of assets and capital investments as well as increase operational efficiency.

- Play a prominent role in managing new construction, capital renewal and renovation projects which will include: establishing requirements, business case development, project management and collaboration with both internal and external stakeholders to ensure projects meet the needs of the residence system.
- Take a leading role to maximize the efficient use of resources which includes, but is not limited to, our physical space, human resources, finances, and energy consumption and sustainability practices in the residences.
Position Requirements
Education:
- A university degree is required. An advanced degree would be a valuable asset.
- Education in business administration and/or organizational development would be a valuable asset.
- A College Diploma in a construction related field, a Certificate of Apprenticeship or Certificate of Qualification in a construction related field or equivalent education and experience would be an asset.
Experience:
- .Experience with building management and operations is required.
- Experience working in a student environment is required.
- Experience leading others is required.
- Project management experience is required.
- Must possess experience developing a culture which values safety.
- Experience making evidence-based decisions using effective assessment tools would be a valuable asset.
- Good understanding of how to leverage technology would be a valuable asset.
- Building construction and/or renovation experience would be a valuable asset.
- Experience with procurement and managing contract providers would be an asset.

Nature and Scope
Interpersonal Skills:
Internal
- Consult with and seek guidance from supervisor.
- Coordinate and plan with co-workers in Residence Life & Student Development as well as Residence Marketing and Admissions.
- Collaborate, plan and exchange information with both finance manager and information management analyst.
- Provide direction to direct reports as well as other staff within the portfolio such as custodial staff.
- Liaise and coordinate with management staff in Physical Plant operations.
- Create a positive and productive environment for the trades staff and others who bring specific expertise that is needed in the residences.
- Collaborate, plan and exchange information with staff in Procurement & Contact Services, Safety Office, Police Services and the Information Systems and Technology group.
External
- Negotiate, plan and motivate contractors and suppliers to ensure the needs of Housing & Residences are being met.
Level of Responsibility:
- Manage a company-wide function or process that is highly specialized with direct reports
- Hire, evaluate, supervise, train, develop, address problems and provide technical assistance to staff. This includes motivating staff, developing training methods and authorizing overtime and other forms of compensatory allowances, as appropriate.
- Monitors, inspects and documents the work of staff and provides feedback and training opportunities, as appropriate.
Decision-Making Authority:
The majority of problems encountered in this position tend to be non-routine. The incumbent makes decisions about the resolution of problems by reading manuals, consulting with other management staff in Housing & Residences, consulting with management staff across the institution such as Physical Plant or the Safety Office, referring to previous experience, checking guidelines and precedents and obtaining advice from senior management or other sources.

Requires exertion of physical or sensory effort resulting in slight fatigue, strain or risk of injury.
Working Environment:
Involves minimal physical or psychological risk resulting from unavoidable exposure to hazardous, disagreeable or uncomfortable environmental conditions.
